New "4x4 consortium" wins billion-kroner tender on framework agreement to SKAT

A new consortium consisting of four medium-sized consultancies, namely Epico Fellowmind, EDORA and Sopra Steria, will deliver "fresh eyes and security of supply" over the next four years when IT consultancy services are to be delivered to the Ministry of Taxation for up to DKK 3 billion.
With a large framework agreement, the Ministry of Taxation has just prepared to buy IT consultants for several billion in the coming years , and appoints, among others, the EFES consortium as an experienced supplier to the agreement. A new four-leaf clover consisting of the consulting firms Epico, Fellowmind, EDORA and Sopra Steria, has just won a framework agreement for digital services to the Ministry of Taxation with an estimated contract value of between DKK 2 – 3 billion. The agreement covers three main areas: IT development and conversion, commissioning, maintenance and support, as well as the acquisition of a very wide range of specialists over the next four years in areas such as development and conversion of systems, commissioning of new solutions and automation, as well as troubleshooting, debugging and optimization of systems.

The Danish Agency for Development and Simplification (UFST) is responsible for the development, operation and maintenance of the IT systems for the Danish Tax Administration. At UFST and EFES, they are looking forward to the collaboration.
A new philosophy that has paid off
The awarded framework agreement is based on the award criterion "best price/quality ratio", where the price weights 40% and the quality, defined as "methods and tools", weights 60%. The EFES consortium covers various core competencies in sourcing, development of basic systems and relevant transferable knowledge in the tax area, and the consortium has seen a market opportunity in terms of challenging the established 'players', who have been suppliers on the major IT projects in the Ministry of Taxation in recent years.
The ambition to procure consultancy hours and to enter into delivery contracts with the Ministry of Taxation, where the profit obligation lies with the IT supplier, is precisely an approach the consortium has extensive experience with and competencies in, and the idea for the new EFES consortium arose precisely from the motto of being able to give the public sector access to the most talented consultants on the market, without compromising on delivery reliability and documented experience in delivering to large public sector organisations. Authorities. - and that philosophy has demonstrably paid off with the Ministry of Taxation's choice of EFES, says a statement from the consortium:
